Location: Jåttå, Stavanger, Norway
Contract Period: January to December 2027, with potential extensions into 2028 and 2029
Engagement: Contract / Consultancy
Status: Candidate sourcing for a proposed supplier bid. Appointment is subject to contract award.
Role Overview
VETWORK is seeking an experienced procurement and contracting professional to support the NATO Joint Warfare Centre in Stavanger, Norway.
The successful candidate will provide procurement, contracting and contract administration support within JWC’s Purchasing & Contracting section, working under the direction of the designated Contracting Officer’s Technical Representative.
This role requires a strong understanding of procurement processes, financial administration and contractual documentation within a structured governmental, military or international organisation.
Key Responsibilities
Administer contracts, purchase orders, amendments and modifications.
Review contractual documentation for accuracy, completeness and renewal requirements.
Prepare and process competitive tenders and requests for quotation in accordance with NATO procurement procedures.
Support requests for proposals, market research activities, delivery schedules, invoicing and payment information.
Prepare and review procurement documentation, contract analyses and supporting records.
Develop sole-source justifications, budget reviews, technical reviews, agreements and programmes of work.
Reconcile monthly invoices and support the timely processing of payments.
Monitor the receipt of goods and services against contractual requirements.
Liaise with JWC departments to understand current and emerging procurement requirements.
Coordinate with relevant external stakeholders, including the Norwegian Ministry of Defence where required.
Undertake additional procurement and contracting activities as directed.
Essential Qualifications and Experience
A minimum of three years’ experience in procurement and contracting, including at least two years within a governmental or military environment.
Candidates without direct procurement experience may also be considered where they possess a strong combination of financial administration, legal administration and technical writing experience.
At least one year of budget or financial administration experience, including invoicing, payroll, HR administration or general financial management.
Training and practical experience using an electronic procurement system, preferably one integrated with an ERP or financial management platform such as Oracle or SAP.
Strong Microsoft Office and Microsoft Teams capability.
A working understanding of AI systems, including their capabilities and practical applications within an administrative or professional environment.
English language proficiency equivalent to NATO STANAG 6001 Level 3333 across listening, speaking, reading and writing.
Desirable Experience
Experience administering IDIQ contracts is desirable.
Candidates without previous IDIQ experience may still be considered where the remainder of their background strongly meets the requirement.
Security Clearance
Candidates must be capable of holding a NATO Secret security clearance for the duration of the assignment.
Applicants should clearly state their current security clearance status when applying, including whether they currently hold NATO Secret clearance, UK Security Check clearance, or another relevant national security clearance.
Any required NATO clearance must be in place before commencement of the assignment and maintained throughout the contract period.

Working Arrangements
The requirement is expected to involve between 90 and 220 working days per year, subject to tasking, funding and contractual agreement.
Normal working hours are Monday to Friday, 07:30 to 15:30.
The position is primarily onsite at the NATO Joint Warfare Centre in Jåttå, Stavanger.
Following completion of appropriate on-the-job training, working remotely for up to one day per week may be considered.
JWC will provide the required workspace and IT equipment.
Travel
Limited business travel may be required.
Estimated travel is approximately 0 to 2 trips per year, normally lasting 3 to 5 days, primarily within NATO Europe.
